Like so many things, it depends.

Old time lead paint, using basic lead carbonate as a base,
contains lead at percent levels. In my paint analysis days, I'd often see samples that contained lead at lower levels, either from contamination with older layers of paint, or the use of lead bearing pigments, such as lead chromate.

Science is a business of empiricism.

I've seen 30%+ on a weight basis for the red-lead based paints. Test was done on paint scrapped from the surface.
