Leaking containers.... everywhwere.

I am currently battling a mass of leaking chemical containers world-wide. 1 Liter HDPE bottles. 1000 gallon totes. 55 Gallon drums. I believe they all have impact resistant PP caps/bungs. They are all made by different suppliers. They all carry different chemistry. They all are packaged to spec at 3 different locations, operators, even different companies. The 1L leak worse during air transport, but still significant during ground & ocean shipment. They seem to loosten significantly, down to 35% of their tightening torque (10% if stored at elevated temperature.)

The only consistent factors I notice are timing/season and construction material. Has anyone else experienced any similar issues within the last 6-8 months? Is anyone aware of a change in the processing of PP resin that has impacted dimensional stability or thermal expansion rates?

With air travel, factors that could influence these containers would be temperature and pressure drop which could affect integrety of the pouring caps. With pressure drop you could also get boiling of the liquids, altho, I don't think this could happen if the liquids are cold.
I have heard about butane leaking from cigaret lighters when passengers were flying.
