Leaking test vacuum pump and devices location

Honorable,
Got request to do design for leak detection system for above ground storage tanks with vacuum pump. Idea is to do double floor and use vacuum pump package (system). Seeking help to define where to locate all package - outside of dike is my opinion (?) but don't know what standard to use as confirmation. Appreciate any help.

The use of vacuum pressure for leak detection is advised at DIN 4119 and at EN 14015 , and states at H.2.3 '...a) Creation of negative pressure in the space between the bottoms of approximately - 0,5 bar;...'

This is old method for leak detection and as far as i know, a pressure gage is installed to tank double bottom and vacuum pressure is applied once . In case of leak , the vacuum pressure (-0.5 bar) will disappear.

I will suggest the use of other leak detection system(s).
