Where can I find the specification for what is in a Level 2 TDP (technical data package)? Our customer years later wants us to supply this for all the systems we built (this was not part of the original spec). We've got lots of drawing and information but what is the specific stuff we need to get together. I need to prepare a quote for the cost, what is reasonable.

I think you need to ask your customer. Your customer and you need to come to a mutually agreed upon definition of what the deliverables really are. Since Level 2 is ostensibly only for prototype and limited production, which can allow for a fairly wide range of documentation, an up-front definition is a must:

If memory serves on govt contracts you can ask for copies of any mil-stds you need to do that contract from the customer.

So, as IRstuff says, I'd go back to the customer and ask them to define 'level 2' and/or supply any relevant specs that define it.
