Level III's, PE's........who's the responsable person?

We have a new PE in charge of our quality team. He refuses to go by what our written practice states we do. He says he can do this because his "PE" superceeds any thing and every thing.

Can someone shed some light on what a PE can and cannot do as far as NDT is concerned.

I'm the company level III (ASNT Certified) and again he says his PE superceeds my level III.

I think he's absolutly correct as far a design goes. But I don't read anywhere that it says anything about a PE being certified to do NDT work of any kind? Any input from some engineering professionals would be great.

When it comes to your NDT program, you as the Level III have the call and final say of the NDT program. Your PE has an inflated ego and should stick to approving design reviews and requirements for method of NDT for fabrication. You as the Level III have the final say on disposition of NDT results and review/approval of NDT procedures, and certification of examiners.

Give him a copy of TC1A or CP 189 and ask him to show the clause stating where he had authority over your NDE program.

Seems to me that three additional letters need to be added to his 'PE' title.

Further, by violating your company's written practice, he is putting your company in a non-conformace situation that will eventually cause major problems.

Additionally, if you knowingly participate in violating your own written practice, you run the risk of losing your Level III certification for ethical clauses tied to the certification.

He could lose his PE for the same reason.

I've worked with guys like this before; they eventually get caught and end up dragging others down with them....
