Library Feature not working...

I have a LF cutout, and I'm trying to insert it onto the surface of my part. One of my co-workers can select the face to put it on, and then select "ok" without making any reference selections. I however, can not do that. I have to make a reference selection. Is there an option to selected that allows you to drop LF anywhere on the face, and then go in and constrain the sketch to suit?

Further more, with this particular LF I'm trying to use, it still will not allow me to place even after I've selected the reference(s). Does anyone know what that may be?

Not sure what you posted there, but just post the actual library feature (.sldlfp) used to create the cutout. It would be something like the attached.

It's an "off-site" temp file storage place I guess. I found the link for it on another post about LFs from a while back... didn't realize I could do it through here. I'll try it again tomorrow.

I'm familiar with dropfiles.net, but the file you posted was not a library feature.
 
I don't know what to say. If I download that part to "My Documents", I can drag and drop it onto a part surface and it will act like a LF. It's not a standard LF... it's a custom one for us to make a cutout that we do a lot of. Try the new one I've attached using ENGINEERING.com's upload. If you can't get it no big deal.
