As an Admin:
1-How can I know which Kind of License I have for each user?
2-How many Kinds are there anyway?
3-Can I simply swap a user to inactive and simply get his license for other user?
4-Is there a history or Log for a user to see how often did he swap between active and inactive?

I am running TCUA v8.3. The only variations in licensing (that I know of) is Author and Consumer. Author for creating data to Teamcenter and Consumer for viewing and participating in workflow approvals and such. All current participants should be "Active" or you can suspend their TC access by making them "Inactive". I typically reserve this practice for when someone leaves the company, and only after all connections to this user have been resolved (active workflows, etc).
I'm not sure if individual users can swap themselves as Active or Inactive. They typically don't have access to modify the "Organization" module. I not sure if there is an OOTB report that reflects this info, or that a custom one could be created - I'm unclear how this would be relevant.
I keep a spreadsheet of all users - past and present - with their license type (Author or Consumer) and their status (Active or Inactive). That suits my purposes at this installation just fine.

More description of what you are trying to do might help in finding a solution.

I am trying to see if some users are abusing the license Terms. I am checking by Company if the Guidelines are being Held. The Version of TC is: 10.
 
Running LMTOOLS on the server can give you some information, too.

You can enter the Individual Feature (as called out on your license file) and it will return who/what/when on feature usage. Just a snapshot at time of Enquiry, but, could give you some idea of current usage. Worth exploring.

Also, when a user takes a Author license it is blocked for 1 month if I remember correctly. Even when he doesn't use it anymore.

...and what of the 'warm processes' that are initiated on the server? Do they also consume a license at this point? or not until someone actually logs into TC. Once a process is allocated to a user, I understand it will remain assigned to that user until it times out (3-4 hrs?) of not being logged in. It would have to be asked of someone more knowledgeable if the license is also kept 'warm' during this time.
