Lifting Levers on Steam Relief Valves 1

My Friends,

Recently I have talked with two operations people from different sites who tell me that they no longer allowed lifting levers in steam service, but were not sure why. Every site I have ever worked at generally provided lifting levers for steam relief valves to allow an opportunity to reseat without shutting down.

I would like to know the policy at other sites, and understand why some companies appear to have stopped using the lifting lever feature. Any input is appreciated.

If it's a Code requirement, how can companies in an ASME jurisdiction not comply?
