Light Pole foundation design

Question regarding EPA and loads to foundation. Let's say I have a pole with several fixtures each with their own EPA. When designing the foundation, would I calculate the wind pressure for my location (say 25 psf) and then would I take this wind pressure and multiply it times the EPA of each fixture? Say the fixtures were 15' above grade...I'd have a force from the EPA*wind pressure and then distance to the ground for my moment on my foundation. Is this correct?

Yes, wind on the fixtures and also wind on the pole.

The moment arm length is a subject of discussion too.

Are you connecting to a drilled shaft? If so, we assume there will be some deflection at the top of the shaft, so therefore you have some additional distance before you reach a fixed condition. This 'depth to fixity' will increase your moment arm length. I think 3 drilled shaft diameters is a common design assumption.

So, if you have a 15ft pole and an 18" drilled shaft....The moment arm from the light fixtures would be (15'+3*1.5') = 19.5ft. The moment arm from the pole loading would be a little larger too.
