What about light pollution and full cut off streetlighting ?
Does this guarantee the same amount of uniformity for higher poles yet for the same number of streetlights/

The new full cut off cobrahead luminaires are many times better light uniformity than their old counterparts.

If you replace shorter poles with taller poles and the same wattage luminaire, the only difference being the new luminaire will be full cutoff, the effect will be lower lighting on the roadway and more lighting on the boulevard and private properties. As for the uniformity, I would have to get more details; there are a lot of poorly lit areas. When an area is upgrade to full cutoff residences think that lights are out. When you look down the street they appear to be off.
