We have a hydrogen generation (Stuart Cells) facility at our power plant. There is a hydrogen storage tank adjacent to the generation unit. These both areas under not directly under the radius of the adjacent lightning terminals. Should a new lightning protection be installed specifically for the hydrogen building with it being and explosive gas?

The need for the installation of lightning protection systems (NFPA 780) is often a risk based financial decision, at least so it can be justified to the finance department. You should consult with your companies risk manager, and the underwriters engineering department.
