Lightning protection of smokestack (IEC)

Dear all,

There's a new smokestack being constructed, and apparently the developer changed its standard design. The "old" design included that there's dedicated copper wire from the smokestack interception rod to the rod/earthing network. According to the developer, the steel structure is already a conductor and, as such, will conduct any lightning stroke and surge to ground. Below is a drawing of the situation. The picture on the left side shows the "old" design (interception rod with dedicated copper wire to the earthing network), and the picture on the right side shows the proposed "new" design. Are there any changes in IEC-62305 or other relevant standards that might provide some details?
