Can the neutral line of a 13.8 kV withstand a lightning strike?

You're asking a question that can't easily be answered. It's like asking can your home withstand a crash from a vehicle.

What do you mean withstand? Will it burn down? Flash over?

Lightning is a highly variable parameter with a wide range of current and a wide range of waveshapes. Also, you can get multiple strikes.

So, if you frame your question in terms of some specific limits, you might get an answer.

Also, what size neutral are you considering? Is this related to your other post?
 
You may install lightning rods on top of the poles to lessen the probability of a strike.
