Limits of local membrane stress in ASME III ND

If we refer to the stress limits for design and service loadings table ND-3321-1 in vessel design as per ASME III ND, it describes stress limit for general membrane stress as <= S (For Level A).Local membrane stress limit is not mentioned in the table. Local membrane plus bending is 1.5S but it makes more sense if code increases the allowables for local membrane stress to 1.5S.
What would be the limit of local membrane stress?
