Limits on Area of Utilization on Flat plate type steam dump tubes

We are designing for a flat end plate type discharge dump tube for dumping steam into condenser (for utility plants).
Such flat plate will have multiple hole drilled in them and we would usually want to keep the area utilized for drilling holes to less or equal to 23% of total plate area. Now the idea in this case is to have a good ligament strength (longitudinal pitch equal to 2 times the hole diameters and diagonal pitch approx. half of longitudinal pitch).
Question is, is there any international standards that limit the area utilized for drilling holes on such flat plate to 23%. I see that some companies goes upto 35% and some upto 50% of total plate area. This will ofcourse reduce the pitch dimensions considerably. So I have couple of questions in this regard :

- Is there any international standard that limits the area utilized to 23% ?
- Any international standard which states the longitudinal pitch has to be 2 times and limit on diagonal pitch etc, while making flat plate with multiple holes ?
- If we go upto 50% utilization, then how do we ensure that the strength of ligament is good against the 23% case ? Any calculation to calculate the plate strength in both the cases?
- The medium flowing through this plate is steam with 95% quality, so does the wetness content play any roles in plate design ?
- I went thru ASME Sec VIII UG-53 on ligament efficiency calculation used for calculating the shell thickness of cylindrical pressure vessel. Does this apply for flat plates thickness calculation as well. UG-34 calculates the flat plate thickness, which are for blind flange I believe.
