Line Color change in Viewport

I am working on a file in AutoCAD 2012.
When I use the VP Color control to change the line colors in the viewports, it works for some layers but not for others.
I am trying to change a layer display in viewport from Blue to Grey9.
It has worked for all layers but one.
All lines are polylines and there are no blocks in the drawing.

Any ideas or advice?

I abandoned the first layout, opened a second layout, and everything is working OK.
