Line disconnect switch at line side of the wave trap & tuner?

All,

There is a question regarding the location of line disconnect switch and line wave trap & tuner. As you may notice that wave trap and tuner is always installed at line side of line disconnect switch. The question I get is

why not install the line disconnect switch at line side of the wave trap & tuner, so that we will have a visual break for safely working at the wave trap & tuner when needed?

The only difference i found between two arrangments is that if line disconnect switch is at line side of wave trap & tuner, then line DS opens will cause PLC communicate channel failure, and if testing PLC, we should have the line DS closed. Any other reasons? Appreciate your inputs!

PLC is used for teleprotection and telecomunication.
if PLC communicate channel failure, you loose the comunication !
