Do i need to take voltage doubling into account when i am selecting lightning arresters to protect a normally open, gang operated line switch on a 27.6 kV, 3-wire distribution system?
There may be some useful comments/references in §8 “Open-Point Protection” in IEEE C62.22.1-1996. §6.8.2 “Protection of Switches, Reclosers, Sectionalizers, etc.” in IEEE Std C62.22-1997 seems to treat switches only incidetally.
