Link to Custom Properties returns wrong value?

I didn't create these templates I'm trying to use but I can't explain this behavior either.

The drawing sheet is linked to $PRPSHEET:"ITEM NUMBER" but it appears to be pulling information from somewhere I do not know (I don't know how to change whatever that value is either, apparently).

I thought it was supposed to be pulling from the "ITEM NUMBER" custom property from the model for the inserted view i.e. the same as $PRPVIEW:"ITEM NUMBER", however even when I try to manually create a link to that property I get the same reported value:

The file name/item number for the part is A002531 and there was a manually created custom property within the model that contained the same value ("A002531"), but when the sheet is created it evaluates the value of "ITEM NUMBER" as "A002564". I do not know where this number comes from. I changed the custom property within the model to something entirely different but the value remains this "A002564" value for both the PRPVIEW and PRPSHEET evaluation.

We are using PDM which is generating the serialized file names; the item numbers should be the same but I admit I don't know if they somehow got disconnected.

Scratching my head, not sure what's going on.

I also am having an issue with the BOM selectively pulling incorrect "Description" values but I do not know if that is related.

Responding to myself to answer the question:

Each of these files has a "Data Card" in PDM which I guess is both a blessing and a curse. I have no idea how the numbers became desynced but that should be the reason for both my Item Numbers and Descriptions being linked to incorrect values.

Editing the data cards is a pain, but at least I can do it from PDM which is slightly easier in this particular instance.

EDIT: It looks like nearly all of these parts have item numbers in the data card that don't match the file name -- which was not done consciously so it must be an error in how these are generated and/or I'm doing something wrong when creating/saving these items (or both).

EDIT addendum: I think I know when it occurred and it wasn't a normal occurrence so perhaps it will not happen in the future. I had "restored" some files on the PDM server from local files by deleting the PDM copies and replacing them with the local ones. It seems while PDM was fooled well enough into accepting the old file names since they were not duplicated, it still incremented the item numbers on the associated data cards. That is my hypothesis anyhow with what limited understanding I have of PDM interaction.
 
IS there a configuration-specific property lurking under the waterline?
 
In some cases that is certainly a possibility, none of these models were originally created by me.
