Liquid Extractor - w/ or w/o ASME stamp

I'm quite new to the industry, but was trying to figure out if a liquid extractor running before a meter run is absolutely considered a pressure vessel. If so, is it truly necessary that it be a coded vessel? It had already been hyrotested and the welds x-rayed, just not ASME stamped.

This depends on three things:
1) Your location (which codes govern).
2) The pressure of the vessel (ASME stamp is not REQUIRED below 15psig).
3) The volume of the vessel (There is a lower limit, though it is quite small).

Not knowing the specifics behind your liquid extractor and assuming ASME Sec. VIII governs, U-1(c)(2)(e) does allow the exclusion of "vessels" constructed of components that are generally recognized as piping components or accessories. Those types of vessels don't require a U-Stamp but can be stamped if all Code criteria is met in their design and fabrication.
