Can you provide tank drawings, specifications, materials of the existing tank ?

Can you provide any pictures of the leak and where it is located on the tank ?

A LOX tank? What is leaking? You need to find the specific location.
Then drain, inert gas purge, and start to work.
Or reach out to the companies that service and maintain these.

Depending on what needs repair, the organization performing the repair generally has to be certified by a governing body which depends on what country it's in and what codes the tank was built to.

Is the leakage on the inner tank or the outer tank? What is leaking? Oxygen out or air in, assuming this is a vacuum insulated tank. Usually if the leakage hard to see, helium spectometers are used.
