Liquid Safety Valves and Hydraulic Surge

Most everyone is familiar with safety valve chatter due to excessive friction losses in inlet pipe.
But given a liquid filled system with long piping and the pressure source liquid near (but below) safety valve set,
Is it possible to have repeated activation due to hydraulic surge (not friction loss)??

It depends on operating pressure / set pressure separation, application (i.e PD pump), layout etc., operating mode, but yes.

Chattering may happen because of different reasons including high pressure drop of inlet connecting pipe of a PSV.
Hydraulic surge is definitely detrimental for conventional PSV's, that is the reason there are specific PSV's in the market for this purpose:"Surge pressure safety valves".
However we don't name the issue of hydraulic surge on PSV's as "chattering".
