I am wondering who do you think are prominent expertise in geotechnics in the following area

Soil mechanics - Morgenstern, Meyerhoff, Ralph Peck
Permafrost foundations
Foundations on soft soils - R.D Holtz
Liquefaction and seismic - Ambroesays
Geosynthetics - Giroud
marine clay/soft clay
Foundations on till
unsaturated soil
Ground improvement
Dewatering and seepage

Rock mechanics - E. Hoek
Karstic limestone - Merritt
Tunnelling, deep rock excavation - Wittke
Rock grouting - Houlsby

I am talking about those individuals who has been in the panel of experts on various difficult and challenging project (hydroelectric projects, etc) . I am thinking about north american residents, who are still active in their profession. However, would also want to know international figures.
Where do I found list of Rankine lecturers ? Or is there "hall of fame" of geotechnical engineers somewhere in website? EJGE has some but most of the tributes passed away or already retired.

Thanks for info

PS... I include some that I knew in the list. Hope that someone can add in the list
