I am generating the factored loads per ASCE 7-10 for design of simple spread foundations. Is it improper to design the foundations ignoring uplift on the footing and maximizing the dead load and the conversely just considering uplift and using the larger foundation size from the two different cases?

For vertical downward loads, you can ignore the net effect of wind uplift. When computing uplift on the foundation, you cannot ignore the dead load of the foundation. For overturning, you will obviously need to consider all loads.
 
EXISTING WATER WILL LEAD TO DESIGN WATER SECTION ,in case tension flexure towards water

uplift will contribute beside soil reaction in incresing stresses on footing and the own weight of footing will be negligible in value against them
