Load Demand Calculation MCC Panel

Till now, i am still confuse to decide size breaker for new MCC Panel or Distribution Panel.
Should i choose size breaker with 100% load factor or 80% only? Is there any standard that mention the safety load factor to design a Panel? And do you have any template load demand calculation for MCC Panel?

In the IEC world, reference IEC 61439-1
" Note In the absence of information concerning the actual currents, the following conventional (diversity factor) values may be used.
Number of main circuits: (2 and 3) , rated diversity factor [0.9].
(4 and 5), [0.8]
(6 to 9 inclusive), [0.7]
(10 and above), [0.6] "

It depends.
Often it is a code issue.
I once did a design for a small sawmill.
With primary metering the customer owned the main transformer which was sized by the electrical code.
With secondary metering the utility owned the transformer and the capacity was 50% of code sizing.
Size to code and use good engineering judgement to evaluate if the size should be greater.
