Local Loads application for Rectangular supports

In COMPRESS (Pressure Vessel Design Software), External Loads can be analysed with adding Clips/Lugs.
(See Below Picture!)

In local load input boxes, there is no box for Torsional Moment!
I confirmed this matter with Codeware!
They replied me "The Latest "WRC 537" does not allow Analysis of Torsional Moment for Rectangular ones.
(Only for Pipe/Nozzle, Analysis of Torsional Moment is acceptable!)

I remember WRC 107 is affordable for analysis of Torsional Moment for Rectangular ones also.

My question is.....
Torsional Moment does not give any effect against Shell Local Stress?
(I think Radial Force gives effect to Shell Local Stress!
Other forcese and Moments except for Torsioanl Moment give effect also!)

I have to confirm some design matter for an Analysis of Local Loads of Rectangular supports.
These local loads have Torsional moment.
