I have run into this before; in my research I could not find a way to accomplish this. Maybe someone else has a trick or roundabout way but unfortunately there is nothing as simple as an anchor button the dimension property manager.
I think I have a workaround. Just select the undo button right after you exit the dimension function.

CBL...where's the RDM option at? Are saying "random option"? FYI.....this also happens when modifying dimensions. Example: IF I need to make my dimensions basic, I select (hold ctrl)my dimensions, use the drop down, then hit the check box to exit the command. The dimensions still move around.

Also, if the RDM is enabled, but find the selection circle is blocking your view, hitting the Escape key will remove it, but keep you in the dimensioning mode.
