Is "Preferences/User Interface/Layout(tab)/Save Layout at Exit" what you are looking for? Make it 'unchecked' after you save, once you get your toolbars the way you want to configure them......they will lock.

but they can still undock . . . but you are right capnhook, they will be the way they were at the last save

It is annoying when you hit a button slightly off and you drag the whole menu

To my great annoyance, it is impossible to lock the toolbars.

Send a (polite) e-mail to GTAC about it every day until they implement it.
Let's go shawshank on their ass.
