lock/unlock

I am using Draftsite V1R5x64. It looks like I have a block that somehow got locked. How do I unlock a item. When I mouse over the item it showed
a closed lock.

Maybe the Layer that it was inserted on is Locked. In that case, just Unlock the Layer.
