lockout/tagout

When can you not lockout and be in compliance with OSHA?

You can use "Tagout" instead, but it needs to be demonstrated to be as effective as "lockout". I am not sure if that is what you meant by your question. The LOTO standard is required whenever someone can put themselves in harms way. OSHA requires LOTO unless the employee is protected by a machine guard or device.
 
You'll have to be a lot more specific about the situation you are thinking about before anyone can help you much.

 
Lockout is only applicable during maintenance operations in which you isolate all forms of energy from accidental startup.

Also, like dpc said we need a lot more information before we can provide helpful advice.
