Looking for a direction

I have a 928/952 MHz licensed radio for SCADA communications. Our current setup is an 11 dBi antenna on a 75' roof. All of our remotes are North of that position and have poor reception. We are interested in changing from Omni to Yagi but being a licensed system, I know there are rules to follow but not sure where to look. I've looked into the chapter 15 rules to no avail. Can someone point me in the right direction?

The 900 MHz MAS licenses are for issued for a geographic area, and the licensed stipulates the max radiated power. I belive that as long as you do not exceed the ERP noted on the license, you will be OK.
