Low Pressure Test on Swing Check Valves

I have requiremwnt from my client to do low pressure test on a stock swing check valve in reference with API 598. I see APi 598 mention this test as 'optional' and I'm trying to do it, eventhough I never have such requirement for swing check valve.

howevwr, after several attempts I cannot meet thw leakage criteria which makes me wonder if the valve is really suitable for low pressure test.

anyone can advice on this issue? or maybe some tips?

You may need to add a seal. I would need to know more about the valve, style, and OEM. I designed a poppet style "MS" that uses an energized seal on the poppet and seat. It will hold low pressure and gas.
