i cannot find any information from asme code regarding lowest permissible temp for any given material to be used for vessel fabrication. Maximum temperature is available on asme ii.
Does lowest permissible temp depend solely on charpy impact or is it somewhere in asme code that i missed out.

Referring to Table 1A of Section II Part D, the minimum temperature is -20 deg F, provided that the toughness requirement as per code is met(Note e) under General Notes). (P.S. This is from an older version of the code. Please check the latest code.)

Which code are you asking about? I will assume Section VIII Division 1.

For carbon steel low temp operation is covered by UCS-65 thru UCS-68. Basically, if you can find a steel mill that can produce the carbon steel with the Code required impact tests it's permitted. I have many vessels in northern Canada using SA516-70 with a design metal temp of -40 °C, and some even a little colder.

For stainless steels you should review UHA-51, but most can be used to -196 °C without impact testing. For other materials find the equivalent paragraph in the Code.
