LPG VAPORS BALANCING LINE

DEAR,
I WANT TO KNOW:
1- IF I AM HAVING 3 OR 4 LPG SPHARES THE VAPORS BALANCING LINE I HAVE TO KEEP OPEN ON ALL TANKS OR NOT.
2- IF PRESSURE IS INCREASING IN THE LPG TANK AND VAPOUR BALANCING LINE IS CLOSED SO, I WANT TO OPEN VAPOR BALANCING LINE WHICH TANK/SPHARE I HAVE TO OPEN 1- IN RUNDOWN TANK, 2- IN TRUCK LOADING TANK OR IN STATIC TANK.

2) I would balance all three, but especially truck loading.
