<3/8" thick PQR D1.1

Is it really the intention of D1.1 to use a 1-1/2" diameter die post for plate PQR's less than 3/8" thick? Am I missing a commentary on this? Figure 4.11 (4.12 & 4.13) makes no provisions for testing on 50ksi and under material that is less than 3/8" thick. Most codes would have you use a 4t diameter die post. I typically just use a 4t diameter die post so that the testing also meets ASME Section IX. I would apply the same logic to 90ksi and over material; use a 6.66t diameter die post.
 
1.5" dia., 3/4" is the correct maximum bend radius. See 4.9.3.1 (2015 Ed.)
 
If 3/4 inch R is the maximum bend radius (for the die that the test metal is bent around), can he use the smaller diameter?
