LV Restricted Earth Fault settings

Hi all,

I've got to do some REF settings for a 23MVA 66/11kV Dyn11 transformer with a 650A NER, with 1200/1A CTs on each phase and star point, and an ABB RET620 relay.

I can find a million articles and guides on how to define high impedance REF values and resistors, but nothing on defining low impedance operating values.

Can anyone offer some advice please?
