Machinery Installation- Is Pocket grouting of anchor Bolts acceptable?

We, while in our project stage have noticed that all our foundations for installation of Rotating eqpt- have invariably have "cast in place " anchor bolts. The 'Cast In Place" anchor bolts are being provided with sleeves or without sleeves( Refer API 686 ). But the Installation standard talks much about these types abut very much silent about Pocket foundations- (which are provided with pockets only- anchor bolts are grouted when the machine is placed and roughly leveled and fairly located on the foundation
)

1. Is Pocket grouting of anchor bolts is not permitted by the standards?
2. if it is permitted, then I would like to know the particular standard and its references.( preferably in the context of Middle East ).
3. which is more preferable- cast in place anchorage Or Pocket grouting of anchor bolts?

4.API 686 is silent on the pocket grouting- and do not explicitly bans it! What is implied from this??

Grouting has been allowed only in
compression not in tension so it
would not be allowed in you
application. If the grout had a
tensile strength greater than the
concrete it might make sense.

I have seen grouting used to help
level a surface but not to hold the
inserts or anchor bolts.

We have used this with bolts up to 5/8 diameter and our testing shows the bolt either strips the nut thread or breaks the stud, before the bolt comes out of the hole.
 
I am still amazed. What happens
in 10 years. Does the plastic
deteriorate ie become brittle?
Is this Devcon type grouting?

Yes, it comes in dual tubes which are held in a double barrelled caulking gun. You screw off the end and attatch a mixing chute. When you pull the trigger both products pass through the tube and become 1 by the mixing process.
Tip to ensure the hole you drilled is free of concrete dust and chips,use a vacuum with en extension nozzle small enough to go down the hole. Make sure all is dry before application.
