When I try to add new item to the database, drilling parameters, it gives an error, see attached.
What values should I add to cut depth and stepover?
Is there any context between the cut depth and the maximum hole depth?
How can I store drilling technology data such as step values?

My goal is to set up tool database for feature based drilling and hole milling. Do I need machining database for it at all?
Which is better: define technology parameters at 'machining data' Or at 'tool machining data' ?

I don't know how you got to the error message.
When I go to tools --> Edit Machining Data, and add an entry for a drill, it works fine.
You need to at least enter a tool diameter and length. The stepover and depth of cut are not required.

Thanks for Your response. I forgot to mention, that I had this error message under NX 8.5.
I tried it in NX9, and I noted the new check boxes next to the above parameters. Great.

What are You suggest me for the second part of my first post?

For feature based drilling, you can use the machining database, or set values in templates, or calculate them in the rules. It sounds like machining data may be the best for you.

Tool machine data is used to bypass all of the calculations based on tool material, part material, tool rigididty, cut method, etc. It is used when you have a specific set of parameters for a specific tool. For example, you have a chamfer mill that you always run at 5000 RPM and 30 IPM, no matter what material you are cutting. Here you would assign tool machining data.

Thanks. I have no license to the MKE. Is it enough to define all my tool and its technology data, and the default rules will work?
How can I store other drilling technology data such as step values?

Step values are not part of the machinining database. I would set these in the FBM rules.

Are the FBM rules same as the rules in the MKE?

The Machining Knowledge Editor (MKE) is the application used to author Feature Based Machining (FBM) rules.
