Maintenance of welders Qualification 1

Dear Sirs,

For maintenance welder qualification, according to ASME IX, I have to certify with Inspection Authority or it is enough an internal maintenance?

You should check with the requirements for your jurisdiction. In any that I know of, only the inspection authority can issue or renew welder's tickets.
 
For welders to maintain continuity in accordance with ASME Section IX guidelines, all they have to is to document that welding has been performed once every 6 months. The ASME B&PV Code does not get into specifics regarding maintenance of welder continuity. However, a regulatory authority may have more demanding requirements.

Keeping track of welder continuity can be as simple as having a spreadsheet with the welder ID and date of welding process. Documentation of a welding process can be done by anyone in your organization referencing a job traveler or having the welder actually deposit bead on plate to maintain welder continuity.
