manage offsets of dimensions

In drafting there is a standard says the first dimension has to have a offset from 10mm to detail edge. the second dimension has to have an offset of 7mm to the first dimension, the third ... and so on has to have the same offset (7mm) than the second. How can I solve this problem, are there common workarounds?

I have a similar constraint on drawings, except that the defaults are 18mm and 12mm. This is easier to achieve, as I can set the grid spacing to 6mm and use the snap to grid option. This then produces very tidy drawings with no extra effort on my part, which is good.
The default settings that you have don’t lend themselves to this approach, which is why I chose the 1812 rule.
Can you change the rule?
