Management of Hold points through FEP/DD/Const

I have taken over as a client rep for an EPC project for my operating company. The Front end package was completed by one firm and handed over to another firm for detailed design.

I've been surpirised how often a hold is used and how these are not easily tracable with in the deliverables list in the FEP. We have holds per section and on the database. Often they are easy to clear ie piping to clear hold other are more difficult or take longer. Ie HOLD waiting on inlet vent sizing.

Is this a normal way to handle the holds. Normally i would have expected a central list.

Holds are pretty common, but sounds like QC & doc control were on vacation. Unfortunately what you are experiencing is more and more common, but not right. Everything should be traceable and the reason is 98% of the time onc firm does FEED and another does detailed engineering. The lack of proper transition management is a huge pet peeve of mine and this falls squarely into that category.

Part of the problem may be the desire on the part of the FEED contractor to maintain a level of involvement and hence this is a built-in method of a continuing involvement, even if it is a single person answering queries. Not saying that is the case, but I've run into it before and it is shameful.

Another systemic problem is simply the lack of qualified oversight.
