Management of Tokens across global locations

My organization will be renewing our token licenses shortly, but it appears that we are not utilizing our licenses to their capacity across several locations. Can anyone provide insight into how you manage tokens across an organization at an optimum level?

We have 45 tokens globally across 5 locations to date.

..additional question, does anyone utilize any type of resource planning (calendar, database, etc.) to schedule the use of the tokens?
