Anyone aware of any OSHA requirements for safe entry/working in (medium-voltage) electrical power manholes to reduce worker risk while in manhole?

Requirements prior to entering manholes and unvented vaults.

I would also think that OSHA Permit-required confined spaces - 1910.146 would apply and all the precautions and procedures followed.
