Manhole per UG-11

I am building an ASME Sec 8 vessle that is equiped with two manholes w/covers. One is located in the head and one in the shell. These manholes were purchased from a vendor of ours and we received them without a data report. I am being told by the vendor that per UG-11 the data reports are not needed. But what I dont understand is that the manhole frame has a long seam that was welded. UG-11 (a)states that manhole frames and covers, that are WHOLLY formed by casting, forging, rolling, or die forming shall not require inspection, identification in accordance with UG-93(a) or (b), or partial data reports.

Are these manholes made out of standard flanges welded on fabricated necks (i.e. rolled & welded plate)? If yes, then the applicable paragraph is UG-11(c).
 
If the manhole assemblies meet manufacturer's standards as defined in UG-11(C), then partial data report is not required. See interpreatation VIII-1-86-34.
 
Thank You both, after further reading of UG-11(c)I understand more clearly what I have and how this section applies. I do have a letter of certification for the manholes. This is the first time I have used a part manufactured by someone else that is being used on my vessel without a data report. Thank you for your help
