Manipulating a Shape into a surface, or a solid?

I'm sorry to maybe clogg the forum, but I'm very new to Catia and don't really know where to start... If you saw my previous thread, I gave up lofting the gulf as I need precise geometry in order to run advanced fluid flow simmulations.

Instead, I triangulated the gulf in SMS 8.1, converted it into .stl, imported using the Digitized Shape Editor, and re-meshed it. Now I am lost on what to do again - I tried using Quick Surface Reconstruction, but the geometry seems too demanding. My final goal is to create a 3D mesh of the inside of the gulf (the water); how can I create a solid using the CATShape file I have now? Or is there a way to directly create a full 3D mesh out of it? I'm completely confused... :-(
