manufacture Qualification to Norsok

NORSOK approved manufacturer MDS650.
We are flange manufacturer with production facilities in India and UK. Regular quality standards such as IS0 9001, AD Merkblatt W0, and PED Certification are very straightforward to get approvals for.
We want approval to Norsok MDS 650 - in order to access Norwegian market. Where do we start / the content and application of the standards isn't a problem - it's just getting the certificate - who does it?
Any help finding the start point would be most appreciated - we have already drawn a blank with TUV?

If one looks through M-650, one sees that there are numerous requirements sprinkled through the document. One of these requirements, stated in 8.3.1, is to have the selection of qualification samples and test pieces agreed between the 'purchaser and the manufacturer'. This implies that, in the first instance, there must be a purchaser which appears to rule out an ad hoc qualification if a strict approach is adopted. Has the value of this certification process been evaluated by your company; and, is certification absolutely imperative for supply to the Norwegian market? Looking at the tangled mess of M-650, I'm not sure that it's worth the paper it's written on. If you believe that it is worth proceeding, it will be necessary to engage a third party organisation to witness sampling and testing as the test results are to be documented in accordance with EN 10204 3.1C (sic), meaning 3.2 as it is now. As to this party also issuing a qualification certificate, I doubt that they will do this because the standard places the onus on the manufacturer to maintain the qualification test record (QTR).
