In manufacturing of austentic stainless steel like 316, 304 etc,
These pipes goes through the process of solution annealing or quenching and tempering.
They are either annealed in air and then pickled in acid to remove the scale or they are bright annealed in hydrogen.
In either case they should be annealed hot enough, long enough, and cooled rapidly (usually forced gas cooling) to result in a single phase structure with no carbides.
The only way to increase strength in austenitic SS is by cold working them.
