I am looking for design guides to assist me in the design of fixed docks, floating docks, marinas, and smaller coastal structures.

Also, what code determines the loading to the structures? Do you use the IBC for wind, what about waves or impact? My background is structural.

All help is greatly appreciated

You need to check out the US Army Corps of Engineers' Engineering Manuals for design guidance on marine structues. This should help tremendously.

Also, there is the Naval Facilities Manuals (NAVFAC).

PBW2 - I you are interested in residential or commercial docks you could take a look at information from component manufacturers. Here are a couple of links; one for a (proprietary) floating dock spec:

Some more "Googling" should give you other leads.
 
I do a lot of work for DoD and they do require adherence to these manuals and handbooks over and above the national codes.

In the old days, you had to get hard copies. I am glad to see that they are electronic these days.
