I developed a stamp-size (1.8 inch square ) logic circuit
which is programmable to replace 30 to 50 TTL IC-s with
up to 60 I/O pins and F<= 20MHz.

Pins on .1 inch grid.

Need advice how to market the device and the programming

Who would use this part? Where do they learn about similar devices? Who are your competitors - and would they want to buy your idea instead of sell theirs? How many would a normal customer buy - a few from you direct or many from a distributor? Can the customer learn to program these - and what hardware/software is needed to do this? Could you program them before sale?
Lotsa questions, no solid answers, but the answers will tell you where you shold go to market your idea. Best of luck!
