Masonry Wall to HSS/Roof Connection

This detail has been used on numerous projects. Every few years we encounter resistance from the contractor or inspectors asking how the top plate is grouted in place. Usually the answer is to wet set the plate, but the agency usually will claim that these are embedded items that cannot be wet set. From the engineering side we don't usually describe means and methods. If the top plate can not be wet set, anyone else have a suggestion for a better detail or process to set the top plate and grout the top cells?

Potentially, these could be bolted with maybe a hole drilled through the top of the HSS in C/S4.1. This would be difficult however at the beams that are angled to the roof slope in detail B.

The top plate has bolts welded at 32" o.c.

I prefer to break the plate so it's not continuous. For example, rather than a continuous plate with bolts @ 24"oc, use discrete plates with 2 or more bolts @ 48"oc. This opens up some cells at the top of the wall for grouting.
